K~L:adg <br />9/23/82 <br /> <br />RESOLUTION NO. 82- 136 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA PROHIBITING VEHICULAR <br />USE OF A PORTION OF SANTIAGO STREET SOUTH <br />OF MEMORY LANE/PARKER STREET BY MEANS OF <br />ROADWAY DESIGN FEATURES <br /> <br /> WHEREAS, one of the stated objectives of the <br />Circulation Element of the General Plan of the City is to <br />reduce through traffic in residential neighborhoods; and <br /> <br /> WHEREAS, Santiago Street north of Seventeenth <br />Street is a residential street in a single-family home <br />neighborhood area; and <br /> <br /> WHEREAS, Santiago Street is increasingly used by <br />vehicular traffic traveling through said neighborhood <br />between points north and south thereof, to the detriment of <br />the residential character of said street and neighborhood; <br />and <br /> <br /> WHEREAS, Section 21101 of the Vehicle Code of the <br />State of California authorizes local authorities to prohibit <br />entry and exit to and from any street by means of traffic <br />barriers and other roadway design features to implement the <br />circulation element of a general plan; and <br /> <br /> WHEREAS, the prohibition of vehicular use of that <br />portion of Santiago Street south of Memory Lane/Parker <br />Street does implement the Circulation Element of the General <br />Plan of the City; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF SANTA~ANA AS FOLLOWS: <br /> <br /> 1. Vehicular entry and exit to and from that portion <br />of Santiago Street lying between the intersection with <br />Memory Lane/Parker Street and a point 290 feet south of the <br />centerpoint of said intersection shall be prohibited by <br />means of curbs, barriers and/or other roadway design <br />features. <br /> <br /> 2. The Director of Transportation is authorized to <br />commence public works construction procedures for the <br />installation of such roadway design features and to cause <br />such installation to be completed in accordance therewith. <br /> <br /> <br />
