RESOLUTION NO. 82- 138 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA URGING THE NATIONAL LEAGUE OF CITIES <br />TO SUPPORT IMMIGRATION REFORM AND CONTROL <br /> <br /> WHEREAS, the proposed Immigration Reform and Control <br />Act is landmark legislation, which has been passed by the U.S. <br />Senate and should receive action by the House of Representatives <br />this year, and <br /> <br /> WHEREAS, the present situation provides no effective <br />immigration control and leads to discriminatory enforcement <br />methods which are ineffective, and <br /> <br /> WHEREAS, the new legislation will contain significant <br />changes that affect employers, labor unions, local governments, <br />minority communities, and federal enforcement and administrative <br />agencies, and <br /> <br /> WHEREAS, the legislation raises a number of important <br />concerns about the methods that are utilized to implement the <br />legislation and support the costs of that implementation, <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the City Council of <br />the City of Santa Ana that the National League of Cities be <br />requested to support the immediate passage of an immigration <br />reform and control act which includes: <br /> <br />employer job screening for newly-hired employees <br />legalization of those presently residing in the <br />United States <br />a streamlined temporary worker program <br />stringent border controls <br />full federal reimbursement of local public costs <br />result from the implementation process. <br /> <br />that <br /> <br /> BE IT FURTHER RESOLVED that the National League of <br />Cities be requested to call upon the President and the Congress <br />to establish an implementation task force which includes repre- <br />sentatives of business, labor, state and local governments, <br />voluntary agencies, minority groups significantly impacted in the <br />legalization process, and the appropriate federal departments. <br />This task force should be required to oversee the implementation <br />of the act, and recommend appropriate administrative procedures <br />and financial support for that purpose. In addition, the task <br />force should recommend any subsequent amendments that are deemed <br />appropriate as a result of the experience gained in implementa- <br />tion of the act. <br /> <br /> <br />
