REL:adg <br />10/25/82 <br /> <br />RESOLUTION NO. 82-140 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA AUTHORIZING A CONTRACT <br />WITH VICCO CONSTRUCTION, INC. FOR THE <br />RELOCATION OF A SEWER IN AN ALLEY BETWEEN <br />SYCAMORE AND MAIN STREETS SOUTH OF FOURTH <br />STREET AS AN URGENCY MEASURE WITHOUT <br />ADVERTISEMENT FOR BIDS <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA AS FOLLOWS: <br /> <br /> 1. The City Council finds and determines that the <br />relocation of a sewer in an alley located between Sycamore <br />and Main Streets south of Fourth Street is of urgent <br />necessity for the preservation of life, health, and property <br />for the following reasons: <br /> <br /> (a) The sewer must be relocated prior to <br />construction of a pedestrian overcrossing between the <br />Downtown Parking Garage and certain commercial/office <br />buildings to the north thereof. <br /> <br /> (b) The expeditious completion of the pedestrian <br />overcrossing is necessary to avoid severe financial hardship <br />to the owners of the said commercial/office buildings. <br /> <br /> (c) The use of formal <br />procedures for relocation of the <br />construction to the detriment of <br /> <br />competitive bidding <br />sewer would delay <br />said properties. <br /> <br /> 2. The City Council further finds that informal <br />offers for the said sewer relocation project have been <br />obtained from three contractors, and that the offer of Vicco <br />Construction, Inc. is the lowest offer and is less than the <br />City Engineer's estimate of the cost of said project. <br /> <br /> 3. That certain contract entitled "Project No. 7093B, <br />Relocation of Sewer in Alley between Sycamore and Main <br />Streets South of Fourth Street," on file in the office of <br /> <br /> <br />
