CDG: jd <br />10/29/82 <br /> <br />RESOLUTION NO. 82-149 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA APPROVING THE PURCHASE OF SPECIMEN <br />TREES WITHOUT BIDS BECAUSE OF URGENCY AND NECESSITY <br /> <br /> WHEREAS, it is necessary to plant specimen trees <br />in order to buffer the bridge structure of the Broadway <br />Overcrossing from the adjacent residential community; and <br /> <br /> WHEREAS, the species fraxinus uhdei (evergreen <br />ash) was recommended by Caltrans and agreed upon by the <br />Broadway Design Review Commit{~e as a fast growing, large <br />spreading, dense tree acclimated to the area, which specimen <br />trees would best preserve the asthetics of the nearby prop- <br />erty and, through noise reduction, the health of those in <br />the area; and <br /> <br /> WHEREAS, preservation of said health and property <br />is urgent and necessary to the success of the project; and <br /> <br /> WHEREAS, after exhaustive search, a tree broker <br />has located eight large specimen trees which can be contract <br />grown to increase their size approximately five feet in a <br />one year period; and <br /> <br /> WHEREAS, such specimen trees cannot be located <br />with any other vendor in Southern California; and <br /> <br /> WHEREAS, if purchased at time of construction, <br />the largest such trees available will most likely be approx- <br />imately 14 feet high (36 inch box) rather than the twenty <br />to forty foot trees currently available; and <br /> <br /> WHEREAS, current purchase and contract growing of <br />said trees is deemed both urgent and necessary. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA AS FOLLOWS: <br /> <br /> 1. Current purchase and contract growing of <br />eight large specimen trees, species fraxinus uhdei (evergreen <br />ash), is deemed urgent and necessary to protect property <br />and health in the area of the Broadway Overcrossing. <br /> <br /> <br />
