i <br />REL:adg <br />3/88 EXHIBIT A NOT ATTACHED TO RESOLUTION 1/7/83 <br />RESOLUTION NO. 83- 5 <br />_ A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA DENYING CONDITIONAL USE <br />PERMIT APPLICATION NO. 82-15 AND VARIANCE <br />APPLICATION NO. 82-17 TO ALLOW AN OFF - <br />PREMISE ADVERTISING SIGN ON PROPERTY <br />LOCATED AT 3421 S. MAIN STREET <br />WHEREAS, this Council held a public hearing on <br />January 3, 1983 on Conditional Use Permit Application No. 82- <br />15, to allow an off -premise advertising sign in the C2 <br />District and on Variance Application No. 82-17, to allow <br />such sign to be installed at variance with zoning <br />regulations restricting the installation of such signs near <br />freeways and restricting the height of such signs, on <br />property located at 3421 S. Main Street as shown on the map <br />attached hereto as Exhibit A, incorporated herein, which <br />applications were brought before this Council by Appeal No. <br />475, following their denial by the Planning Commission; <br />NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA AS FOLLOWS: <br />1. Based on the evidence submitted at the abovesaid <br />hearing, this Council finds and determines as follows: <br />(a) The proposed sign is inconsistent with <br />developments and improvements in the vicinity and will <br />create a view deleterious to the area. <br />(b) The proposed sign may create a significant <br />traffic hazard since it is designed to draw the attention of <br />motorists on the Newport Freeway. <br />(c) There are no special circumstances pertaining <br />to the subject property which cause any unreasonable <br />hardship on the property owner in being required to comply <br />with the zoning regulations regarding the size and location <br />of off -premise advertising signs. <br />(d) The proposed sign is inconsistent with the <br />policies and goals of the "Scenic Corridors" element of the <br />General Plan. The Newport Freeway is a scenic corridor" <br />within the scope of such element and one of the objectives <br />of such element is to create a positive visual image for the <br />City. <br />
