EJC:ar <br />2/9/83 <br />RESOLUTION NO. 83-25 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA STATING ITS INTENTION TO PARTICIPATE <br />AS A CONSORTIUM MEMBER FOR JOB TRAINING PROGRAMS <br />WHEREAS, the U.S. Congress has enacted, and the <br />President signed the Job Training Partnership Act (PL 97- <br />300, 29 USC Sections 1500 et seq.) to establish programs to <br />prepare youth and unskilled adults for entry into the labor <br />force, and to afford job training to those economically <br />disadvantaged individuals facing serious barriers to employ- <br />ment, who are in special need of such training to obtain <br />productive employment; and <br />WHEREAS, the Legislature of the State of Cali- <br />fornia has enacted, and the Governor signed the Family <br />Economic Security Act (AB 3424, Chapter 1329, Statutes 1982) <br />to establish a program of job preparation, training and <br />placement services which enable economically disadvantaged <br />persons to participate fully in the mainstream of our <br />economy; and <br />WHEREAS, the Job Training Partnership Act and the <br />Family Economic Security Act provide for the designation of <br />Service Delivery Areas to promote effective delivery of job <br />training services which are consistent with labor market <br />areas, and consistent with areas in which related services <br />are provided under other state and federal programs; and <br />WHEREAS, the Governor shall approve any request to <br />be a service delivery area from any consortium of contiguous <br />units of general local government with an aggregate popula- <br />tion of 200,000 or more which services a substantial part of <br />the labor market area; and <br />WHEREAS, such a consortium will promote efficiency <br />and economy in the provision of job training services in <br />Orange County, to the benefit of all residents of Orange <br />County. <br />THEREFORE, BE IT RESOLVED that the City of Santa <br />Ana intends to participate as a consortium member with the <br />
