RESOLUTION NO. 83-104 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA OPPOSING THE CALIFORNIA TRANSPORTATION <br />COMMISSION'S PROPOSED "INTERIM GUIDELINES ON COST <br />SHARING FOR HIGHWAY INTERCHANGES AND SEPARATIONS" <br />AND SUPPORT THE ORANGE COUNTY TRANSPORTATION <br />COMMISSION'S PROPOSED ALTERNATIVE "POLICY ON COST <br />SHARING FOR PUBLIC ROAD CONNECTIONS AND CROSSINGS <br />OF FREEWAYS". <br />WHEREAS, the State of California has traditionally been respon- <br />sible for planning and implementing a comprehensive, multi -modal integrated <br />transportation system; and <br />WHEREAS, the State of California has traditionally been respon- <br />sible for the funding of these higher level circulation facilities such as <br />freeways, expressways, interchanges and separations which are of a state- <br />wide general benefit; and <br />WHEREAS, overcrossings, interchange connections and separations <br />are vital and functional components of an integrated transportation system; and <br />WHEREAS, the California Transportation Commission's proposed <br />"Interim Guidelines" purports to shift the financial responsibility to <br />local government for improvements that have traditionally been a State <br />responsibility; and <br />WHEREAS, future modifications to crossings and interchanges would <br />now become a local responsibility; and <br />WHEREAS, the State of California is able to prescribe uniform <br />design standards which will contribute to a consistent statewide trans- <br />portation system; and <br />WHEREAS, the Orange County Transportation Commission along with <br />many other local jurisdictions are opposed to the proposed policy change, <br />and have put together an alternative proposal which in effect supports the <br />continuance of the existing State policy, whereby the State pays nearly all <br />of the costs for new and improved interchanges and separations; <br />
