DR:adg <br />9/30/83 <br />RESOLUTION NO. 83- 121 <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA AUTHORIZING THE ACCEPT- <br />ANCE OF A $450,000 GRANT FROM THE DEPART- <br />MENT OF COMMERCE, ECONOMIC DEVELOPMENT <br />ADMINISTRATION FOR A PUBLIC IMPACT PROGRAM <br />PROJECT <br />WHEREAS, the unemployment rate in the City of Santa Ana <br />for the year of 1982 was 9.2 percent; and <br />WHEREAS, a Central City Target area of 25,942 persons <br />was documented to have an unemployment rate of 20.2 percent <br />during the fourth quarter of 1982; and <br />WHEREAS, this qualified the City of Santa Ana to be <br />designated as an Economic Development Administration Public <br />Works Impact Program (PWIP) Area; and , <br />WHEREAS, Congress allocated special funding to the <br />U.S. Department of Commerce, the Economic Development <br />Administration (EDA), to develop projects for the public's <br />good which results in short-term and long-term jobs for <br />the unemployed in PWIP areas; and <br />WHEREAS, the City of Santa Ana has developed plans <br />for open-air markets as Phase II of the Downtown Urban <br />Improvement Plan and there are insufficient funds to con- <br />struct the markets; and <br />WHEREAS, a grant application for construction of the <br />markets was submitted to EDA and chosen for funding under <br />the PWIP Program. <br />
