LIGMTING <br /> <br />The provision of exterior lighting should be directed at two basic objectives: <br />(1) provide security and safety for vehicles and pedestrians, and (2) provide <br />a system that helps to integrate design elements of the building and landscaping. <br /> <br />General Standards <br /> <br />1. Luminaires and lighting fixtures shall be selected on the basis of <br /> appropriate appearance and performance. <br /> <br />2, Steps and other potentially hazardous grade breaks along circulation <br /> paths shall be lighted for safety. <br /> <br />3. Lighting shall not be animated. <br /> <br />Exterior lighting shall be installed, directed and shielded to confine <br />all direct rays of artificial light within the boundaries of the <br />development. <br /> <br />Electrical service for lighting shall be placed underground or within <br />buildings unless determined to be physically unfeasible by the Chief of <br />Development Processing, <br /> <br />Luminaires and lighting fixtures should be coordinated on a basis of <br />function and appearance. <br /> <br />Energy conservation should be considered in determining a desirable <br />lighting system. <br /> <br />Decorative lighting can attract attention to a site and should be <br />treated as a subtle, dignified and effective method of enhancing a <br />development. <br /> <br />Vehicle entrances and driveways, parking and service areas, and pedes- <br />trian entrances, walkways and activity areas should be lighted to provide <br />security and safety. <br /> <br />10.
