REL:adg <br />6/6/84 <br /> <br />RESOLUTION NO. 84-68 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA DENYING CONDITIONAL USE PERMIT <br />APPLICATION NO. 83-6 AND VARIANCE APPLICATION <br />NO. 83-5 TO ALLOW AN OFF-PREMISE ADVERTISING <br />SIGN ON PROPERTY LOCATED AT 1351 EAST DYER <br />ROAD <br /> <br /> WHEREAS, this Council held a public hearing on June 4, <br />1984 on Conditional Use Permit Application No. 83-6, to allow <br />an off-premise advertising sign in the M1 District and on Variance <br />Application No. 83-5, to allow such sign to be installed at <br />variance with zoning regulations restricting the installation <br />of such signs near freeways and restricting the height of such <br />signs, on property located at 1351 East Dyer Road, which <br />applications were brought before this Council by Appeal No. <br />488, following their denial by the Planning Commission; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA AS FOLLOWS: <br /> <br /> 1. Based on the evidence submitted at the abovesaid hear- <br />ing, this Council finds and determines as follows: <br /> <br /> (a) The proposed sign is inconsistent with develop- <br />ments and improvements in the vicinity and will create a view <br />deleterious to the area. <br /> <br /> (b) The proposed sign may create a significant <br />traffic hazard since it is designed to draw the attention of <br />motorists on the Newport Freeway. <br /> <br /> (c) There are no special circumstances pertaining <br />to the subject property which cause any unreasonable hardship <br />on the property owner in being required to comply with the <br />zoning regulations regarding the size and location of off- <br />premise advertising signs. <br /> <br /> (d) The proposed sign is inconsistent with the <br />policies and goals of the "Scenic Corridors" elements of the <br />General Plan. The Newport Freeway is a "scenic corridor" <br />within the scope of such element and one of the objectives <br />of such element is to create a positive visual image for the <br />City. <br /> <br /> <br />
