EJC: ar <br />6/14/84 <br /> <br />RESOLUTION NO. 84~4 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA ESTABLISHING FEES FOR EMERGENCY <br />AND NON-EMERGENCY TRANSPORTATION RENDERED TO <br />PERSONS BY PARAMEDICS OF THE CITY OF SANTA <br />ANA AND REPEALING RESOLUTION NO. 81-115 <br /> <br /> WHEREAS, the City Council created a Santa Ana <br />Ambulance Study Committee to study the provision of para- <br />medic ambulance services in the City of Santa Ana and <br />elsewhere; and <br /> <br /> WHEREAS, the Santa Ana Ambulance study Committee <br />submitted its report to the City Council on May 14, 1984; <br />and <br /> <br /> WHEREAS, among several recommendations, said Com- <br />mittee recommended that the estimated full cost of the <br />city's present paramedic ambulance services be incorporated <br />into the city's fee structure as soon as possible; and <br /> <br /> WHEREAS, the "full cost" of providing such ser- <br />vices includes, but is not limited to, direct costs, indi- <br />rect costs, allocated department overhead, fleet mainten- <br />ance, billing costs, employee benefits, reasonable losses <br />from uncollectible accounts and equipment depreciation; and <br /> <br /> WHEREAS, the present fee for such services does <br />not support the provision of such services which results in <br />over One Million Dollars ($1,000,000.00) annually in tax <br />subsidy by the residents of Santa Ana; and <br /> <br /> WHEREAS, in accordance with said recommendation, <br />the City Council desires to establish a fee for said ser- <br />vices which is designed to more closely recover the full <br />cost for said services. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL <br />OF THE CITY OF SANTA ANA AS FOLLOWS: <br /> <br /> 1. That each person who receives emergency medi- <br />cal transportation from any city paramedic unit shall be <br />charged a fee in the amount of Three Hundred Fifty Dollars <br />($350.00) plus any incidental charges dictated by the exist- <br />inG third party payor system such as MedicAid/MediCare/MediCal. <br /> <br /> <br />
