Annual assessment: <br /> <br />°.% Upon receipt of owner reports, the City will evaluat~ the ethnic and racial <br /> characteristics of tenants being served to determine if they reflect the City's <br /> housing market. If they do not, the City will direct the owner to take further <br /> affirmative marketing steps to correct the imbalance. The City will track and <br /> evaluate the steps taken to ensure they have the desired effect. <br /> <br />MINORITY OUTREACH PROGRAM <br /> <br />As a participating jurisdiction, the City is also required to adopt certain affirmative steps <br />to ensure maximum feasible participation in HOME hnd CDBG-funded projects by <br />minority business enterprises, women's business enterprises, labor surplus area firms and <br />other small businesses. These affirmative steps are listed below and constitute the City's <br />Minority Outreach Procedures and Requirements Program for HOME and CDBG-funded <br />projects. <br /> <br />The City will place qualified small and minority businesses and women's <br />business enterprises on s°licitation lists; <br /> <br />The City will assure that small and minority businesses, and women's business <br />enterprises are solicited whenever they are potential sources; <br /> <br />The City will divide total requirements, when economically feasible, into smaller <br />tasks or quantities to permit maximum participation by small and minority <br />business, and women's business enterprises; <br /> <br />The City will use the services and assistance of the Small Business <br />Administration and the Minority Business Development Agency of the <br />Department of Commerce; and <br /> <br />The City will require the prime contractor, if subcontracts are to be let, to take the <br />affirmative steps listed above. <br /> <br />The City will annually review the results of these procedures to determine if additional <br />steps should be taken. <br /> <br />EXHIBIT 1 <br /> <br />Resolution No. 2003-03'i <br /> Page 5 of 5 <br /> <br /> <br />
