9/29/86 kah <br /> <br />RESOLUTION NO. 86-94 <br /> <br /> A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA RECOGNIZING AND COMMENDING <br /> THE CRIME TASK FORCE ON THE FIRST <br /> ANNIVERSARY OF ITS FORMATION <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF <br />SANTA ANA: <br /> <br /> 1. Bearing in mind that a goal of the City Council <br />when it established the Crime Task Force -- also known as <br />SWAT/H.Y.P.E.S. -- in October, 1985, was to reduce narcotics <br />and related crimes, the Crime Task Force has been a resounding <br />success. <br /> <br /> 2. Although Santa Ana was facing a 7.5% increase in <br />Part One crimes when the Crime Task Force was implemented (over <br />the same period in 1984), the increase was reduced to 1.29% by <br />the end of the year. <br /> <br /> 3. The Crime Task Force has also successfully <br />carried out a second goal of increasing citizen awareness of <br />police activities and faith in the ability of the Santa Ana <br />Police Department to combat street crime. <br /> <br /> 4. The above was accomplished in a department-wide <br />effort, focused into an operational unit of 32 sworn officers, <br />as shown on Exhibit A, and three non-sworn officers, as shown <br />on Exhibit B, both of which are attached hereto and <br />incorporated herein by reference. <br /> <br /> 5. The Crime Task Force's success is reflected in <br />the Office of the Orange County District Attorney, which is <br />using it as a model to increase sentencing on narcotic offenses <br />County-wide. <br /> <br /> 6. The assistance of other agencies is also <br />recognized and commended, notably the City's Community <br />Preservation and Fire Departments, the Orange County Health <br />Department, the Orange County Sheriff's Department and the <br />Federal Department of Immigration and Naturalization Services. <br /> <br /> 7. Another measure of the Crime Task Force's success <br />is found in the closing down of 150 residences where narcotics <br />were sold. <br /> <br /> 8. Moreover, 15 bars well known as breeding places <br />of violent crimes, have been shuttered, resulting in a 24% <br />reduction in aggravated assault, a 15% reduction in homicide, <br />and 17% reduction in burglary throughout the City of Santa Ana. <br /> <br /> <br />
