RESOLUTION NO. 86-97 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF SANTA ANA <br />TO OPPOSE PROPOSITION 64 ON THE NOVEMBER, 1986 <br />BALLOT CONCERNING MANDATORY TESTING OF AIDS VICTIMS <br /> <br /> WHEREAS, The Federal Center for Disease Control, <br />well as all other qualified medical experts, have concluded that <br />AIDS is not spread by casual contact or by any means other than <br />unprotected intimate sexual contact or the sharing of blood <br />products; and, <br /> <br />as <br /> <br /> WHEREAS, The California Department of Health <br />Services has estimated that implementation of a mandatory AIDS virus <br />testing program for high risk individuals alone would cost more than <br />$300 million without any demonstrable benefits from such a testing <br />program; and, <br /> <br /> WHEREAS, Current State public health laws are <br />totally adequate to control the spread of AIDS; and, <br /> <br /> WHEREAS, Policies promoting mandatory quarantine, <br />physical restriction or isolation, or testing are both ineffective <br />and potentially damaging as responses to AIDS, <br /> <br /> NOW, THEREFORE, BE IT RESOLVED THAT THE CITY <br />COUNCIL OF THE CITY OF SANTA ANA strongly opposes Proposition 64 <br />harmful to California's and Orange County's humane, balanced, <br />effective and sound public health programs to fight AIDS; and, <br /> <br />as <br /> <br /> BE IT FURTHER RESOLVED THAT THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA opposes any effort to use the AIDS crisis to curb <br />civil liberties through mandatory testing, quarantine, reporting, or <br />discrimination in employment, housing, education, insurance or <br />health care; and, <br /> <br /> <br />
