REL: adg-6 <br />11/21/86 <br /> <br />RESOLUTION NO. 86- 110 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA DENYING CONDITION~L USE <br />PERMIT APPLICATION NO. 86-14 TO ALLOW THE <br />SALE OF ALCOHOLIC BEVERAGES IN A MARKET <br />IN THE C1 DISTRICT AT 218 SOUTH FLOWER <br />STREET <br /> <br /> WHEREAS, the City Council held a public hearing on <br />November 17, 1986 on Conditional Use Permit No. 86-14 to allow <br />the sale of alcoholic beverages in a market in the C1 District <br />on property located at 218 South Flower Street, which application <br />was brought before this Council by Appeal No. 543 following its <br />denial by the Planning Commission; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA AS FOLLOWS: <br /> <br /> 1. Based upon the evidence submitted at the abovesaid <br />hearing this Council finds and determines as follows: <br /> <br /> (a) The proposed use addition of beer and wine sales <br />to the existing market goods would provide a service that <br />is presently being supplied by other nearby establishments. <br />Also, with the near proximity of Santa Ana High School and <br />the heavy crime rate in the area, the benefits to the <br />community are outweighed by the inherent problems associated <br />with off-premise beer and wine sales. <br /> <br /> (b) The City of Santa Ana Police Department has desig- <br />nated this property as a congregational site for youths in <br />the area. To compound these problems is the high crime rate. <br />To approve this request would serve to further these problems <br />and place an additional burden on the law enforcement activ- <br />ities in the area. <br /> <br /> (c) Any action that will reduce the quality of life in <br />this area would affect the economic stability of that area. <br />The approval of this conditional use permit would inhibit <br />future quality development in this neighborhood by adding <br />to the existing problems. <br /> <br /> <br />
