PRESENTATION <br /> <br />Director Cibrian briefed the Board relative to a proposed November 2000 Orange County <br />ballot measure on the National Tobacco Settlement funds. He explained that if passed by <br />the voters, the measure will require that Orange County commit no less than eighty (80) <br />percent of its annual share of funds from the National Tobacco Settlement Agreement to <br />health and health care programs. The remaining twenty (20) pement of the annual share <br />would be allocated to law enforcement. At the conclusion of his presentation, Director <br />Cibrian requested that the Board take a position in support of this initiative. Following <br />advice from the City Attorney that the matter was not listed on the agenda as an action <br />item, the Chair requested that the item be placed on the next regular agenda of the <br />Empowerment Corporation. <br /> <br />COMMENTS <br /> <br />PUBLIC COMMENTS <br /> <br />Bob Silva representing the Delhi Center and Catalina Castillon representing OCCCO <br />thanked the board for supporting their respective programs; Angelica Frausto <br />representing the Santa Ana W/O/R/K Center informed the Board that the Family Job Fair <br />would be held on March 25, 2000 at the Social Services Agency located at 1928 S.
