* * END OF CONSENT CALENDAR * * <br /> <br /> DISCUSSION ITEMS <br /> <br />DEVELOPMENT OF AN APPROPRIATION FORMULA FOR 3R° YEAR <br /> <br />ALLOCATION <br /> <br />Director Hernandez, chair of the Budget and Program Task Force noted that there <br />needed to be a general discussion of priorities and strategy for third year funds. He <br />reported that the Department of Housing and Urban Development (HUD) requirements <br />for these funds included the provision that the focus must be on economic development. <br /> <br />Staff introduced Barbara Van Dine, who was present to provide direction to the Board in <br />developing a definition of economic development and strategies which the task force <br />could use in determining and recommending third year allocations. <br /> <br />General discussion and debate ensued. Key words used to define economic development <br />included sustainability, education, structural change and strategy. Board members agreed <br />that it was important for zone residents to stay in the community. Board members agreed <br />to define economic development as a sustainable process that includes the strategies and <br />activities that measurably improve the well being of the community by creating a <br />balanced, healthy economy and supports the full participation of the residents. Elements <br />of economic development included business development, job placement and training <br />and education. <br /> <br />COMMITTEE REPORTS <br /> <br />1. MARKETING COMMITTEE <br /> <br />Director Zaragoza reported that the Marketing Committee met in September to discuss <br />the second phase in marketing strategies, however, the Committee was still in discussion <br />stage and will have a more in depth report in January 2001. <br /> <br />2. RESIDENT COMMITTEE <br /> <br />Director Reyna gave a brief overview of the recent activities of the Resident Committee. <br />He shared an article written in the Orange County Register concerning Friendship Park <br />and efforts to clean the park and restore it as a neighborhood park. <br /> <br /> PRESENTATIONS <br /> <br />PRESENTATION <br /> <br />The Chair presented former Director Virginia Avila with a plaque for her invaluable <br />contributions to the Empowerment Zone. <br /> <br />The Chair also mentioned that the Empowerment Zone had received an award from <br />Madison School in response to the acquisition of a street light. <br /> <br />SAEC MINUTES 51 NOVEMBER 15, 2000 <br /> <br /> <br />
