RESOLUTIC~ NO. 87-65 <br /> <br />RESCINDED <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA REGARDING <br />THE AUTOMOBILE CLUB OF SOUTHERN CALIFORNIA'S FREEWAY, HI(~rWAY, AND <br />LOCAL STREET DEVELOPMENT PROPOSAL <br /> <br /> k~EREAS, Southern California's lifestyle and economy are based upon <br />mobility made possible byour freeway network; and <br /> <br /> WHEREAS, this present mobility is jeopardized and congestion on our <br />streets~ highways and freeways continues to increase; and <br /> <br /> WHEREAS, Southern California's populationis anticipated to <br />increase by at least three million to some 19 million peopleby the year <br />2000; and <br /> <br /> WHEREAS, the number of daily vehicle trips made by Southern <br />Californians will increase from 50 million to 65 million by the year 2000; and <br /> <br /> ~EREAS, freeways carry nearly 50 percent of the region's personal, <br />commercial and recreational traffic; and <br /> <br /> WHEREAS, maximum efficiency of existing traffic syst~ns must be <br />achieved by improved highway management strategies; including high occupancy <br />vehicle lanes which potentially produce the people carrying capacity of three <br />or four general purpose lanes, and the Orange County plan for adding co~.uter <br />lanes and/or transit lanes to all Orange County freeways provides an efficient <br />and effective means of adding capacity to Orange County's freeway system; and <br /> <br />WHEREAS, public transit service must be improved; and <br /> <br /> WHEREAS, new freeways are needed to close gaps, provide access to <br />areas not currently served, and connect the region's various activity <br />centers; and <br /> <br /> WHEREAS, super streets can similarly increase arterial street <br />capacities in Orange County and may be more politically, environmentally and <br />economically acceptable; and, <br /> <br /> WHEREAS, the Automobile Club of Southern california has prepared a <br />proposal for future mobility, "Freeway Development to the Year 2000". <br /> <br /> <br />
