411 <br /> <br />REL:k 11/87 <br /> <br />RESOLUTION NO. 87-85 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA DENYING VARIANCE <br /> APPLICATION NO. 87-5 TO ALLOW AN OFF- <br /> PREMISE ADVERTISING SIGN ON PROPERTY <br /> LOCATED AT 2019 SOUTH RITCHEY STREET <br /> <br /> WHEREAS, this Council held a public hearing on October 19, <br />1987 on Variance Application No. 87-5, to allow an off-premise <br />advertising sign to be installed at variance with zoning <br />regulations restricting the installation of such signs on <br />property located at 2019 South Ritchey Street, which <br />application was brought before this Council by Appeal No. 547, <br />following its denial by the Planning Commission; <br /> <br /> NOWt THEREFOREt BE IT RESOLVED BY THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA AS FOLLOWS: <br /> <br /> 1. Based on the evidence submitted at the abovesaid <br />hearing, this Council finds and determines as follows: <br /> <br /> (a) There are no unique circumstances which inhibit <br />the development of the subject property in a manner consistent <br />with the zoning ordinance. <br /> <br /> (b) The subject site can maintain current <br />industrial/warehouse uses or can be redeveloped; thereby, the <br />granting of the variance is not necessary to secure property <br />rights. <br /> <br /> (c) The proposed billboard would negatively affect <br />the visual image of the city and this area, contributing to <br />clutter which detracts from the visual quality of the business <br />environment, thereby resulting in a poor development <br />atmosphere. In addition, the sign adds to the numerous <br />billboards existing in this corridor which can cause <br />distraction to the motoring public. <br /> <br /> (d) The proposed billboard is inconsistent with <br />planned goals and objectives for long-terms quality development <br />and may inhibit future development, thereby having an adverse <br />affect upon the City's General Plan.
