067 <br /> <br />RESOLUTION NO. 88-5 <br /> <br />RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA TO ENCOURAGE <br />CONTAINER LABELING OF ALCOHOLIC <br />BEVERAGES AND POINT-OF-PURCHASE WARNING <br />SIGNS. <br /> <br /> WHEREAS, over a decade of research has indicated that <br />alcohol consumption during pregnancy produces birth defects and <br />many people are still unaware of this fact and some women <br />continue to drink during pregnancy in ignorance that it may <br />harm an unborn child; and, <br /> <br /> WHEREAS, risk of alcohol-related birth defects begins <br />at conception, long before most women receive medical advice on <br />their pregnancy and for this reason, it is important for the <br />public to know that drinking any alcoholic beverage may cause <br />birth defects; and, <br /> <br /> WHEREAS, In 1981, the U.S. Surgeon General advised <br />pregnant women and those considering pregnancy to avoid <br />alcoholic beverages, as there is no known safe level of alcohol <br />use during pregnancy; and, <br /> <br /> WHEREAS, in October 1987, alcohol was included on the <br />Governor's toxic substance list as causing birth defects; and, <br /> <br /> WHEREAS, other cities and counties throughout the <br />state have adopted ordinances which require a warning sign be <br />posted wherever alcoholic beverages are sold or dispensed. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the City Council <br />of the City of Santa Ana supports container labeling of <br />alcoholic beverages as the primary warning method of the <br />effects of alcohol consumption on unborn children, <br /> <br /> <br />
