CRT:k <br />11/3/88 <br /> <br />RESOLUTION NO. 88-76 <br /> <br /> A RESOLUTION OF THE CITY COUNCIL OF THE <br /> CITY OF SANTA ANA AUTHORIZING THE AWARD OF <br /> A CONTRACT TO VERNON PAVING COMPANY <br />FOR REPAIR OF THE PAVEMENT ON HARBOR BOULEVARD <br /> BETWEEN SEGERSTROM AVENUE AND WARNER AVENUE <br /> AS AN URGENCY PROJECT WITHOUT ADVERTISEMENT <br /> FOR BIDS. <br /> <br /> BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />AS FOLLOWS: <br /> <br /> 1. The City Council finds and determines that the <br />award of a contract to Vernon Paving Company for repair of the <br />pavement on Harbor Boulevard between Segerstrom Avenue and <br />Warner Avenue at a price of $19,199.50, is of urgent necessity <br />for the preservation of life, health and property for the <br />following reasons: <br /> <br /> (a) J & J Sewer Company, the contractor which <br />received the bid award for construction of the Harbor Boulevard <br />sewer from 350 feet south of McArthur Boulevard to Warner <br />Avenue, has been deemed in default. <br /> <br /> (b) The compaction method used by said contractor <br />while on the job did not provide a stable subgrade and has <br />resulted in subsidence of Harbor Boulevard between Segerstrom <br />Avenue and Warner Avenue. <br /> <br /> (c) This subsidence presents a potentially unsafe <br />condition for the motoring public. Said condition is likely to <br />worsen with the onset of inclement weather. <br /> <br /> (d) The Public Works Agency recommends that repairs <br />to the pavement be made immediately. <br /> <br />2.
