-- 101 <br /> <br />RESOLUTION NO. 89-22 <br /> <br /> A RESOLUTION OF THE CITY COUNCIL <br /> OF THE CITY OF SANTA ANA DIRECTING THE <br /> REPRESENTATIVE OF THE CITIES OF ORANGE COUNTY <br />ON THE BOARD OF THE SOUTH COAST AIR QUALITY <br />MANAGEMENT DISTRICT TO VOTE AGAINST THE ADOPTION <br /> OF THE AIR QUALITY MANAGEMENT PLAN <br /> <br /> WHEREAS, The South Coast Air Quality Management District <br />has proposed a far-reaching plan to reduce air pollution in the <br />South Coast Air Basin; and <br /> <br /> WHEREAS, this plan will have significant adverse social and <br />economic impacts on the region as a whole; and <br /> <br /> WHEREAS, several alternative plans which would achieve the <br />same clean air goals, without the significant adverse effects, <br />should be explored and taken into account in the current Air <br />Quality Management Plan (AQMP); and <br /> <br /> WHEREAS, the plan, which will be considered by the SCAQMD <br />Board will be essentially the same plan proposed for adoption <br />in December 1988, contains unrealistic goals and implementation <br />measures; and <br /> <br /> WHEREAS, additional public input on SCAQMD's plan and <br />alternative clean air plans needs to be obtained; and <br /> <br /> WHEREAS, an affirmative vote on the AQMP would be premature <br />and not in the best interest of the public. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Santa Ana City <br />Council that it direct the representative of the cities of <br />Orange County on the South Coast Air Quality Management <br />District Board to vote against adoption of the Air Quality <br />Management Plan. <br /> <br /> BE IT <br />forwarded <br />the Board <br /> <br />FURTHER RESOLVED that a copy of this resolution be <br />to the Orange County Board of Supervisors and that <br />be urged to vote against adoption of the plan. <br /> <br /> <br />
