RESOLUTION NO. 89-058 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE <br />CITY OF SANTA ANA UR6IN6 THE ESTABLISHMENT <br />OF A COUNTY-WIDE DRUG ABATEMENT PROGRAM TO <br />INCLUDE ENFORCEMENT, TREATMENT AND <br />PREVENTION STRATEGIES. <br /> <br /> WHEREAS, the City Council of the City of Santa Ana <br />agrees with the Orange County Congregation-Community <br />Organizations that our county has a drug epidemic which is <br />threatening the lives of our families and the health of our <br />communities. <br /> <br /> WHEREAS, the City Council of the City of Santa Aha <br />declares that there is a critical unmet need for a new <br />commitment to a comprehensive, coordinated policy that will <br />unify our communities in responding to the drug epidemic. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA AS FOLLOWS: <br /> <br /> A. To recommend that the state legislature, the District <br />Attorney, Municipal and Superior Court judges, local and County <br />officials: <br /> <br /> 1. Establish a drug court within the Superior <br />Court, as other counties have done; <br /> <br /> 2. Impose maximum allowable sentences as the norm <br />for repeat drug offenders; <br /> <br /> 3. Completely review the procedures governing <br />"negotiated dispositions," which allow for reduced sentencing, <br />with the goal of increasing felony sentencing for drug dealers; <br /> <br /> 4. Develop short-and long-range strategies that <br />ensures all available municipal and County jail space is used <br />to get drug dealers off the streets, and to addressing as <br />quickly as possible the critical shortage of jail space; <br /> <br /> 5. Utilize all available legal tools, including <br />aggressive enforcement of "drug abatement" ordinances, to <br />ensure that anyone profiting from the drug trade--directly or <br />indirectly--goes punished. <br /> <br /> B. To further recommend that City, County and State <br />officials: <br /> <br />through <br />risk to <br /> <br /> 1. To make treatment available for all who want it <br />a coordinated, county-wide program, thus reducing the <br />our families; and, <br /> <br /> 2. To establish detoxification programs for <br />juveniles, to increase substantially the number of treatment <br />beds for both juveniles and adults, to assign drug counselors <br />to existing facilities, and to address the alarming lack of <br />treatment services in the County. <br /> <br /> <br />
