275 <br />REL :mb( 30 ) <br />6/15/89 <br /> <br />RESOLUTION NO. 89-060 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA TO PROVIDE ANNUAL <br />REQUALIFICATION FOR PARTICIPATION IN <br />THE ARTERIAL HIGHWAY FINANCING PROGRAM <br />FOR FISCAL YEAR 1989-90. <br /> <br /> WHEREAS, Articles 2 and 3 of Chapter 9, Division 2, of <br />the Streets and Highways Code of the State of California autho- <br />rize a County to expend funds apportioned to it out of the Cali- <br />fornia Highway Users' Tax fund for aid to any city for the im- <br />provement, construction, or repair of streets within Such City; <br />and <br /> <br /> WHEREAS, the procedure manual for the Arterial Highway <br />Financing Program (AHFP) requires annual requalification of par- <br />ticipating cities in the Program by affirming with the AHFP <br />Advisory Committee that the City's Master Plan of Arterial High- <br />ways is mutually satisfactory and in conformance with that of <br />the County; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA AS FOLLOWS: <br /> <br /> 1. The City of Santa Ana's master plan of arterial high- <br />ways is mutually satisfactory and in conformance with those of <br />its adjacent governmental jurisdictions and with the County of <br />Orange. <br /> <br /> 2. The City of Santa Ana has adopted a uniform setback <br />ordinance to protect ultimate arterial highway right-of-way. <br /> <br /> 3. The City of Santa Ana has adopted provisions for the <br />limitation of access to the arterial highway system in order to <br />protect the integrity of the system. <br /> <br /> 4. The City Council, by its Resolution No. 86-57, dated <br />June 16, 1986, designated Flower Street between Seventeenth Street <br />and Route 22 as a "residential collector," which classification <br />is consistent with the County of Orange's classification of said <br />street as "commuter."
