· 179 <br /> <br />REL :mb( 37 ) <br />11/27/89 <br /> <br />RESOLUTION NO. 89-]2] <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA DENYING CONDI- <br />TIONAL USE PERMIT APPLICATION NO. 89-6 <br />TO ALLOW THE SALE OF ALCOHOLIC BEVERAGES <br />IN A MARKET AT 610 EAST FIRST STREET. <br /> <br /> WHEREAS, the City Council held a public hearing on <br />November 20, 1989 on Conditional Use Permit No. 89-6 to allow <br />the sale of alcoholic beverages in a market on property located <br />at 610 East First Street, which application was brought before <br />this Council on the Council's own decision following its denial <br />by the Planning Commission; <br /> <br /> NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA AS FOLLOWS: <br /> <br /> 1. Based upon the evidence submitted at the abovesaid <br />hearing this Council finds and determines as follows: <br /> <br />(a) <br /> <br />With two other similar uses within 1,000 feet, the <br />addition of another outlet for beer and wine is not <br />seen as contributing to the general well being of the <br />community. This establishment is also within the <br />crime reporting grid number 186, where there are 11 <br />separate ABC licenses. In addition to the con- <br />centration of liquor licenses, the grid reports an <br />incidence of crime which ranks it first of 102 report- <br />ing districts. The introduckion of an additional <br />liquor establishment could have a negative effect on <br />the general welfare of persons residing or working in <br />this area by increasing problems associated with such <br />uses. <br /> <br />(b) <br /> <br />The proposed use could affect the economic develop- <br />ment of property in this area by contributing to <br />social problems in the area. In addition, the above <br />average crime conditions in the area may be further <br />aggravated by the addition of another beer and wine <br />license. <br /> <br /> <br />
