On motion of Councilman Hubbard, seconded by Brewer and car- <br /> <br />ried, the following Ordinance entitled: <br /> <br />"Ordinance amending Article IX of the Santa Ama Municipal Code <br /> to change district classification on Amendment Application No. <br /> 3~8 and ~m-nding Sectional District Maps 13-5-10, lb-5-10, <br /> 23-5-10 and 2~-5-10 (Exhibit AA 3~8A)'' <br /> <br />was introduced, considered and placed on file for second reading. <br /> <br />This being the date set for hearing on Amendment Application No. 349, filed by <br /> <br />Fred E. Hewitt, amending Sectional District Map 26-5-10, to reclassify from the <br /> <br />A-1 to the R-1 District, property situated on the south side of Delhi Road, betwee~ <br /> <br />Raitt Street and Pacific Avenue (Lots 1 thru,Eh 71, Tract 3963) all as shown on <br /> <br />Exhibit A.A. 349A; no protests w~re received and the b~aring was closed. On mottox <br />of Councilman Hubbard, seconded by Brewer and carried, the following Ordinance em- <br /> <br />titled: <br /> <br />Appeal Appl.No. 19 <br />Variance Appl.No. 1450 <br />Paulin Development Co. <br /> <br />"Ordinance amending Article IX of the Santa Ama Municipal Code <br /> to ch-~e district classification on Amendmemt Application No. <br /> 349and amending Sectional District Map 26-5-10 (Exhibit AA <br /> A)" <br /> <br />was introduced, considered and placed on file for second reading. <br /> <br />Appeal Application No. 19 of Frances V. Farris, lOO1 No. Parton Street, was presen~ <br />ted in protest of Variance Application No. 1450, filed by Paulin Development Com- <br />pany, to construct 13 one-bedroom apartments, on property at lOlO No. Parton Street, <br />in the R-2 District, wherein Planning C~ssicm recommended approval of Variance, <br /> <br />subject to conditions. Frances Farris stated she has been opposed to the Variance <br /> <br />for more than one year, and the proposed construction, which is a hotel type of <br />apartment, should be delayed until the area can be rezcmed to CD, and North Garnse~ <br /> <br />Street is extended from 10th Street to Washington Avenue. Miss Farris presented <br /> <br />four petitions with approximately 35 to 40 signatures on each, namely, Property <br /> <br />Owner's Protest of Variance Application No. 1450, and requests for the Extension <br /> <br />of North Garusey Street, Off-Street Parking Laws in the residential area north of <br /> <br />the Civic Center, and Two Garages for Each Apartment. On motion of Councilmmn <br /> <br />Hubbard, seconded by Brewer and carried, the petitions were received and filed. <br /> <br />CouncilmsnHeinly arrived at the meeting at 7:45 P.M. Miss Farris further stated <br />that her property is across the street from the proposed building planned for a <br /> <br />two by three block area with 18-foot driveways~ across a fifty-foot street, with <br /> <br />cars traveling in and out, and consideration will have to be given to the traffic <br /> <br />congestion. On motion of Councilman Hubbard, seconded by Heinly and carried, <br /> <br />Appeal Application No. 19 of Frances V. Farris was denied, and Variance Applicatio~ <br /> <br />Appeal Appl.No. 20 <br />Variance Appl. No. 1465 <br />Ralph H. Raber <br /> <br />No. 1450, filed by Paulin Development Ccm~pany granted, subject to conditions. <br />Appeal Application No. 20 of Ralph H. Raber was presented on Variance Application <br />No. 1465, to convert the rear portion of property at 1715 Westwood Avenue, in the <br />R-1 District, into off-street parking for applicant's 17th Street business. Appll~ <br /> <br />cant appealed the denial of the Zoning Administrator, requesting the Variance to <br /> <br />provide full vehicular circulation through the present parking lot, and to provide <br /> <br />more off-street parking space. Ralph H. Raber, 1715 Westwood Avenue, presented a <br /> <br />petition with approximatel~v 18 signatures in favor of the Variance. Mr. Raber <br /> <br />stated the additional off-street parking would be created through the relocation <br /> <br />of a garage on his residential property at 1715 Westwood Avenue, which abuts the <br /> <br /> <br />
