RESOLUTION NO. 90-~2 <br /> <br />REL:mb(1) <br />3/15/90 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA SUPPORTING <br />PASSAGE OF PROPOSITIONS 111 AND 108 <br />ON THE JUNE 5, 1990 ELECTION BALLOT <br /> <br /> WHEREAS, the State of California faces serious problems <br />in its fiscal policy which threaten the critical area of <br />education, transportation, health services, law enforcement, <br />senior programs and other taxpayer services thereby endangering <br />the state's current and future economic health; and <br /> <br /> WHEREAS, PROP 111 would alter the Gann spending limit <br />to allow the state greater flexibility in making use of all <br />available revenues generated by California's strong economy; and <br /> <br /> WHEREAS, it would allow the state to raise the gasoline <br />tax to provide increased funding for maintenance and improvement <br />of highway and mass transit projects without reducing funds for <br />other state programs; and <br /> <br /> WHEREAS, PROP 111 would continue the guarantees of <br />Proposition 98 that K-12 and the community colleges receive 40% <br />of the state budget; and <br /> <br /> WHEREAS, without a change in the Gann spending limit, <br />it will be impossible to maintain the generally high level of <br />education, transportation, health services, law enforcement, <br />senior programs and other vital services to the residents of <br />California; and <br /> <br /> WHEREAS, PROP 111 is supported by a broad coalition <br />including Governor George Deukmejian, State Superintendent of <br />Schools Bill Honig, California Association of Highway Patrolmen, <br />California Taxpayers Association, California Transportation <br />Commission, League of Women Voters of California, California <br />Chamber of Commerce, California school Boards Association, <br />California State Automobile Association, County Supervisors <br />Association of California, League of California Cities, California <br />Commission on Aging, International Union of Operating Engineers, <br />AFL-CIO, California Police Chiefs Association, California Retired <br />Teachers Association, California Professional Firefighters, <br />California Business Roundtable, University of California Board <br />of Regents, California State University Board of Trustees, the <br />California Transit Association, the Automobile Club of Southern <br />California, and many others; and <br /> <br /> WHEREAS, reduction in the state's traffic congestion <br />will require substantial investments in alternative methods of <br />transportation in the expansion and construction of mass transit <br /> <br /> <br />
