<br />objecting to either the R-2 or R-3 Zones -- sixteen persons stood in protest --

<br />stated this is a substantial residential section, which would be adversely affected~!
<br />if the spot zoning is allowed and multiple units are constructed. Further, the
<br />increased population in this vicinity would increase traffic hazards and greatly
<br />
<br />affect the Hoover School. It was moved by Councilman Hubbar%and seconded by Brewe$
<br />that the recommendation of the Planning C~ission be upheld and Amendment Applica-
<br />
<br />tion No. 351 denied. Mr. Mills requested the City Council to consider Amendment
<br />Application No. 351 on the basis of a change from the R-1 to the R-2 District.

<br />Councilman Hubbard withdrew his motion with consent of the second. Mr. Mills fur-
<br />
<br />ther continued that many of the properties in this vicinity are in excess of 11,000
<br />square feet and the owners have divided the rear portion of the lots which have not
<br />
<br />been maintained and are unsightly. Also, the construction of additional units on

<br />dation of the Planning Commission was approve d, for a proposed site
<br />for a new intermediate school on a 20-acre parcel of land located at the southwest
<br />corner of Sugar Avenue and Newhope Street, in accordance with the request of Charle
<br />H. Moore, Building Coordinator, Garden Grove Elementary School District.
