RESOLUTION NO. qn-n~2 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA DECLARING REPAIR OF COLLAPSED <br />PAVEMENT ON MACARTHUR BOULEVARD TO BE OF URGENT <br />NECESSITY FOR THE PRESERVATION OF LIFE, HEALTH <br />AND PROPERTY. <br /> <br /> WHEREAS, pavement on MacArthur Boulevard between Greenville Street and <br />the Greenville-Banning Channel has collapsed due to inadequate compaction of <br />backfill material and infiltrating water; and <br /> <br /> WHEREAS, it has been deemed necessary to close off a traffic lane of the <br />major east-west arterial because of the pavement failure, thus creating <br />congestion; and <br /> <br /> WHEREAS, it has been determined that the trench backfill and pavement <br />should be restored immediately to minimize the inconvenience and potentially <br />hazardous conditions to motorists. <br /> <br />NOW, THEREFORE, the City Council does resolve as follows: <br /> <br /> SECTION 1. There is an immediate need to restore the backfill and <br />pavement of MacArthur Boulevard between Greenville Street and the <br />Greenville-Banning Channel. <br /> <br /> SECTION 2. That the public interest and urgent necessity demand the <br />immediate expenditure of public money for preservation of life, health and <br />property. <br /> <br /> SECTION 3. The Executive Director of the Public Works Agency is <br />directed to ~e steps to immediately eliminate said conditions in this <br />emergency without complying with the formal bidding procedures for public <br />contracts. <br /> <br /> <br />
