<br /> "Ordinance No. NS-522 enacting Section 830~ of Chapter B of
<br /> Article VIII of the Santa Ana Municipal Code to provide
<br /> amendment to the Administrative Electrical Code, known as
<br /> 'Orange County Administrative Electrical Code of 1959',
<br /> adopted by Ordinance No. NS-~93"

<br /> Mr. J. Ogden Markel, 181~ So. Parton Street, questioned the Resolution vacating a
<br />
<br /> portion of St. Andrew Place, between Standard Avenue and the Southern Pacific Rail.

<br /> road right-of-way, and presenmed/a Ma0or ~mreet Plan, dated September 20, 1955,

<br /> stating St. Andrew Place is indicated thereon as a potential artery to connect wit!
<br /> the South Main Street business area. On motion of Counci~m~u Hubbard, seconded b~
<br /> Schlueter and carried, the map of the Major Street Plan was received and filed.
<br />
<br /> A petition was presented signed by approximately 88 persons protesting the continue
<br /> use of certain newly installed equipment at the Arrow Laundry & Cleaners, 620 E.
<br /> Sixth Street, stating its operation shakes the ground, has broken windows and cause
<br /> other structural damage to buildings within a four-block area. Approximately 25
<br /> persons stood in protest of the operation. On motion of Councilman Hubbard, secon-
<br /> ded by Schlueter and carried, the petition was received and filed. The Attorney
<br /> stated that in response to calls the Police and Building Departments have investi-
<br /> gated the condition, and a report has been requested from the Building Department,
<br /> as well as the Police Department, relative to the nuisance of the vibration. The
<br /> Mayor asked the Attorney if the problem is a public or a private nuisance, and the
<br /> Attorney stated sufficient information is not available to determine the nuisance
<br /> definition. On motion of Counci~ Hubbard,. secc~ded by B~ewer and carried, the
<br /> Manager and Attorney were instructed to make the necessary determination, before
<br /> the next meeting, as to whether or not the operatian of the laundry is a public or
<br /> a private nuisance, and to proceed with the necessary action, and the spokesman be
<br /> advised as to what avenues are open to them. Mr. C. V. Robinson, 603 E. Sixth
<br /> Street, stated when the Variance was approved by the City Council in 19B7, the
<br /> Variance was protested as it is a residential area, and we were assured there woul~
<br /> be no disturbance from the laundry and no heavy machinery would be installed.

<br /> On motion of Councilm-n Hubbard, seconded by Schlueter and carried, the following

<br />
