· · 315 <br /> <br />RESOLUTION NO. 90- 086 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA <br />AMENDING RESOLUTION NO. 82-110 TO ADDAND CHANGE SEVERAL <br />CLASS TITLES AND EFFECT OTHER CHANGES TO THE CITY'S BASIC <br />CLASSIFICATION AND COMPENSATION PLAN, AND AMENDING THE <br />FISCAL YEAR1990-91 BUDGET TO REALLOCATE CERTAIN EXISTING <br />POSITIONS TO THE APPROPRIATE CLASSES. <br /> <br /> WHEREAS, Section 1004, Article X of the City Charter of the <br />City of Santa Ana requires the city Manager to prepare, install and <br />maintain a position classification and pay plan subject to civil <br />service rules and regulations and the approval of the City Council; <br />and <br /> <br /> WHEREAS, on August 2, 1982, the city Council passed and <br />adopted Resolution No. 82-110 revising and re-establishing the <br />Basic Classification and Compensation Plan for Officers and <br />Employees of the City of Santa Ana; and <br /> <br /> WHEREAS, on September 4 , 1990 the City Council passed and <br />adopted Ordinance No. NS-2063 which establishes the City's Budget <br />authorizing position title allocations for Fiscal Year 1990-91, and <br />which sets forth the requirement that all alterations of authorized <br />positions be reviewed and approved by the city Council; and <br /> <br /> WHEREAS, several classification and compensation studies were <br />requested under the terms of the 1988-90 Memorandum of <br />Understanding (MOU) with the Police Benevolent Association (PBA) <br />and the 1989-91 MOU with Santa Ana City Employees' <br />Association/ServiceEmployees International Union (SACEA/SEIU), and <br />several additional classification and compensation studies were <br />requested by the Police Chief, the Executive Directors of <br />Recreation and Community Services, Personnel Services, and the <br />Library Director; and <br /> <br /> WHEREAS, findings of these studies completed by the Personnel <br />Services Department reveal the need to effect certain changes to <br />the City's basic classification and compensation plan, and to <br />reallocate certain existing positions to more appropriate <br />classifications with internally equitable and externally <br />competitive pay levels; and <br /> <br /> WHEREAS, it is now desired to amend Resolution No. 82-110 and <br />the Fiscal Year 1990-91 Budget in order to effect these changes. <br /> <br />NOW, THEREFORE BE IT RESOLVED BY THE CITY OF SANTA ANA: <br /> <br /> 1.
