Communication <br />Planning Commission <br />"Santiago and Virginia <br /> East ^nnex" <br /> <br />On motion of Councilman Hubbard, seconded by Brewer and carried, the cc~muuication <br />from the Planning C~ission was received and filed recommending approval of pro- <br />posed annexation to the City of territory designated "Santiago and Virginia East <br /> <br />Annex," consisting of approximately 26 acres, bounded by Santiago Creek on the <br /> <br />north, the A.T.&S.F. Railroad and Lincoln Street on the east, a line approximately <br /> <br />120 feet north of and parallel to Virginia Avenue extended westerly on the south, <br /> <br />Ordinance No.NS-526 <br />Declare annexation <br />"Santiago and Virginia <br /> East Annex" <br /> <br />and Santiago Street on the east. <br /> <br />The Council having unanimously waived the reading of the Ordinance, on motion of <br /> <br />Councilman Hubbard, seconded by Brewer and carried, the following Ordinance enti- <br /> <br />tied: <br /> <br />"Ordinance No. NS-526 declaring the annexation of that Certain <br />territory designated 'Santiago and Virginia East Annex'" <br /> <br />was considered and passed by the following vote: <br /> <br />Ordinance establish <br />Height limitation <br />On buildings outside <br />Central area <br /> <br />Ayes, Councilmen Royal E. Heinly <br /> <br />An Ordinance was presented establishing height limitation on buildings outside of <br /> <br />the central area of Santa Ana for interim period, as an emergency Ordinance and <br /> <br />declaring the necessity therefor. John Faught, 2002 No. Broadway; Attorney F. C. <br /> <br />Drumm, 2003 No. Broadway; Attorney Ernest V. Barrett, 19405 St. MarY's Drive; and <br /> <br />Mrs. Beatrice Sherrard, 1920 No. Broadway, separately entered protests against the <br /> <br />adoption of this Ordinance, as an emergency Ordinance, stating it was discrimina- <br /> <br />tire and would penalize property owners, who desire to construct taller buildings. <br /> <br />Further, there presently exist multi-story buildings in the North Broadway area, <br /> <br />where three and four-story buildings are now under construction, and it was urged <br /> <br />that the matter be continued so the public may have knowledge of the proposed 0rdi- <br /> <br />nance. The Manager stated the intent of the Ordinance is to provide an emergency <br /> <br />measure to prevent further damage from~ high-rise buildings being constructed adJa- <br /> <br />cent to residential buildings, until a final decision can be made as to the equi- <br /> <br />ties of the matter. Heinly <br /> <br />seconded by Brewer and carried, the Resolution <br />received and filed recommending adoption of an <br />height of buildings and structures, for which per. <br /> <br />mits have not been filed prior to July 20, 1961, to two stories or thirty five feel <br />in the M-1 District, when said property is adjacent to single-family homes, th~ <br />R-B District and the "P" District, in all parts of the City, except in the area <br /> <br />bounded by Seventeenth Street on the north, the A.T.& S.F.
