<br />within the Santiago and Virginia East Annex, or more precisely described as that
<br />area bounded on the east by the A.T. & S.F. Railway, on the west by Santiago Street
<br />on the north by the Santiago Creek, and on the south by a line approximately 165
<br />feet north of the center line of Virginia Avenue, was considered and passed by the
<br />
<br />following vote:

<br />An Ordinance was presented for second reading establishing height limitation on
<br />buildings outside of the central area of Santa Ana, for an interim period, as an
<br />emergency Ordinance and declaring the necessity therefor. David E. Termohlen,
<br />
<br />16~8 E. 17th Street, requested the City Council to accept a study of the feasibilit
<br />of high-rise structures in low density areas, which will be submitted within the
<br />ninety-day period of the interim Ordinance, and on motion of Councilman Mubbard,
<br />seconded by Brewer and carried, the offer was accepted, and the report is to be
<br />submitted within the ninety-day interim period of the Ordinance. Webb Brown, 1701
<br />No. Flower Street, protested the Ordinance, stating there were no sky rights laws,
<br />and the ninety-day stop gap to build higher than two stories has already increased
<br />property prices south of 17th Street. John Faught, 2002 No. Broad~ay, protested
<br />the Ordinance as there is danger of it being permanent, and it discriminates agains
<br />those desiring to build higher than two stories, where four-story builaings already
<br />exist. Attorney C. Arthur Nisson, Jr., 2014 No. Broadway, representing property
<br />owners Of the North Broadway area, requested that the Ordinance not be adopted.
<br />There is a great deal of valuable property involved in the North Broadway area,
<br />north of 17th Street, and the property owners should be able to protect their in-
<br />vestments. Nr. E. Sherrard, 1922 No. Broadway, objected to the adoption of the
<br />Ordinance, and stated he had paid a premium for his property. Dr. Norman King
<br />Beals, Jr., ll20 W. Warner Avenue, stated he and his associates planned to construc
<br />two six-story retirement centers that will be an asset to the conm~mity, and the
<br />City's progress depends upon buildings of height. Communication was presented from
<br />Mrs. Amos Travis, executrix of estate of Blanche S. Forgy, owner of property at
<br />2107 No. Broadway, protesting against any Ordinance to prevent multi-story~bullding
<br />in that area. On motion of Councilman Heinly, seconded by Hubbard and carried, the
<br />communication was received and filed. The Council having unanimously waived the
<br />reading of the Ordinance, on motion of Councilman Heinly, seconded by Hubbard and
<br />carried, the following Ordinance entitled:
