RESOLUTION NO. 90-104 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF <br />THE CITY OF SANTA ANA DESIGNATING THE <br />ORANGE COUNTY TRANSPORTATION AUTHORITY <br />AS THE CONGESTION MANAGEMENT PROGRAM AGENCY <br />FOR ORANGE COUNTY. <br /> <br /> WHEREAS, the passage of Proposition 111 requires the <br />preparation and implementation of a comprehensive Congestion <br />Management Program in each of California's urban counties; and <br /> <br /> WHEREAS, compliance with the Congestion Management <br />Program requirements is necessary for Orange County jurisdictions <br />be eligible for new state gas revenues; and <br /> <br />to <br /> <br /> WHEREAS, Orange County's cities, the County of Orange, <br />and county transportation agencies are engaged in a cooperative <br />process to develop a blueprint for Orange County's first Congestion <br />Management Program; and <br /> <br /> WHEREAS, the cooperative process includes a Technical <br />Advisory Committee of staff representatives from each impacted <br />interest group and a Policy Task Force of city and county elected <br />officials; and <br /> <br /> WHEREAS, the Congestion Management Program blueprint <br />process has provided for strong input and participation from all <br />affected interest groups and agencies; and <br /> <br /> WHEREAS, legislation to implement Proposition 111 <br />requires cities and the County of Orange to designate a local <br />to approve, implement and monitor Orange County's Congestion <br />Management Program; <br /> <br />agency <br /> <br /> NOW, THEREFORE, BE IT RESOLVED, that the City of Santa <br />Ana designates the Orange County Transportation Authority as defined <br />by SB 838 (Bergeson) as the Congestion Management Program Agency for <br />Orange County, and <br /> <br /> BE IT FURTHER RESOLVED that the City of Santa Ana <br />recognizes that the initial baseline Congestion Management Program <br />for Orange County will be adopted through the established Technical <br />Advisory Committee, the Policy Task Force and the Orange County <br />Transportation Commission as an interim process (exhibit to be <br />added) until the OCTA is established: and <br /> <br /> <br />
