134 <br /> <br />improvements necessary to bring the Level of Service at the <br />intersection MacArthur Blvd./IRed Hill Avenue to an LOS D. <br />The following measures are recommended: Provision of <br />either a second northbound left turn lane on Red Hill Ave., <br />or addition of a third westbound through lane on MacArthur <br />Blvd. (City of Irvine). <br /> <br />(2) <br /> <br />The project shall participate on a fair share basis in the <br />improvement of intersections impacted by the project where <br />improvements have been required of other recent and <br />pending development, including the following: <br /> <br />MacArthur Blvd./Main Street: Provision of a <br />westbound right turn lane on MacArthur Blvd. <br /> <br />MacArthur Blvd./l-405 SB Ramps: Provision of a <br />second southbound left turn lane at MacArthur Blvd. <br /> <br />MacArthur Boulevard: Provision of a fourth eastbound <br />through lane on MacArthur Blvd. between Main Street <br />and the SR-55 southbound on-ramp. <br /> <br />Provision of four eastbound lanes on MacArthur Blvd. <br />under the SR-55 freeway overcrossing. <br /> <br />Hutton Centre Dr./MacArthur Blvd. intersection: <br /> <br />Provision of an eastbound right-turn lane in addition <br />to the four eastbound through lanes planned on <br />MacArthur Blvd. <br /> <br />Sunflower Avenue: Restriplng of the eastbound <br />Sunflower Ave. approach at Main Street to provide two <br />left and two right turn lanes. <br /> <br />Impact: <br /> <br />During construction of the parking structure, a shortage of <br />approximately 50 parking spaces serving existing office uses will <br />occur: <br /> <br />Finding: <br /> <br />Changes or alterations have been required in, or incorporated <br />into the project, or are otherwise being implemented which will <br />mitigate these impacts to a level of insignificance in that: <br /> <br />(l) <br /> <br />The project applicant shall obtain approval from the City <br />of Santa Ana for an Interim Parking Plan to accommodate <br />temporary construction related parking displacement <br />without adverse effects to any adjacent areas.
