Specific economic, social or other considerations
make lower Intensity alternatives infeasible, including the following:

The Lower Intensity Alternatives are not consistent with the
objectives of the District Center designation found in the
General Plan and South Main Street Redevelopment Plan;

The Lower Intensity Alternatives would not generate the amount
of additional annual revenues to the City of Santa Aha as would
be generated by the revised project;

The Lower Intensity Alternatives would not meet the objectives
of the proJecUs developer;

The significant effects of the project are cumnlative In nature
only and the responsibility and jurisdiction over such regional,
long-term Issues Is shared among a variety of agencies and
governmental entitles and not solely the responsibility of the City
of Santa Aha.

The significant effects of the proposed project are acceptable
when balanced against the facts set forth in tile Statement of
Overrldlng Considerations.

HIGHER DEVELOPMENT INTENSITY ALTERNATIVES

22
