did not raise any important new issues with respect to the significant <br />environmental effects of the project. No substantial changes occurred <br />with respect to circumstances under which the project is proposed and no <br />new Information of substantial .importance to the project outcome was <br />Identified in the Addendum. <br /> <br />Reduction in the project intensity has reduced the level of certain Impacts <br />which are directly linked to the proposed square footage of construction. <br />These types of impacts include: traffic, noise and air pollutant generation, <br />water and energy consumption, employment generation and various impacts <br />to public services and utilities. A proportional decrease in the preceding <br />impacts can be anticipated as a result of project changes. Other impacts <br />which are less sensitive to development intensity will be altered to varying <br />degrees by changes in design. These categories include earth resources <br />(pile driving and dewatering), aesthetic and visual impacts, and airport <br />operations. <br /> <br />The reduced 10 story project is now considered the preferred project <br />design, replacing the previous 15 story design as the project description. <br />Sections l-IV of these Findings and Statements of Fact address themselves <br />to the preferred l0 story project discussed in the Addendum. Other project <br />alternatives are addressed in Section V. <br /> <br />All feasible mitigation measures described in the following sections are <br />included as Conditions of Project Approval. Implementation of <br />recommended mitigation will be monitored by the City of Santa Aaa as lead. <br />agency, or its designated representative. With the exception of cumulative <br />long-term impacts including traffic generation, air pollution and noise <br />generation, and housing demand, mitigation will reduce any project-related <br />environmental effects to a level of insignificance. <br /> <br />2 <br /> <br /> <br />
