Need for new park or recreational facilities; <br /> <br />X. Need for new governmental services; <br /> <br />Y. Exposure of people to potential health hazards; <br /> <br />Z. Impact quality or quantity of existing recreational opportunities. <br /> <br /> The Addendum to the Draft EIR identified certain effects which, <br /> although not listed as having no adverse environmental effect or <br /> inapplicable to the project in the Initial Study, were found to be <br /> insignificant effects in the Addendum, as follows: <br /> <br />A. Generation of light and glare; <br /> <br />B. Generation of short-term construction-related air pollution; <br /> <br />C. Incremental increase in air pollutants as a result of long-term <br /> project implementation; <br /> <br />D. Generation of short-term construction-related noise; <br /> <br />E. Incremental Increase in noise as a result of long-term project <br /> implementation; <br /> <br />F. Alteration of the existing land form; <br /> <br />G. Incremental project-related demand for additional housing; <br /> <br />H. Incremental project-related demand for water, sewer, police <br /> protection, natural gas, and electrical services; <br /> <br /> I. Shade/shadow effects on adjacent development; <br /> <br />J. Alteration of the existing visual environment. <br /> <br /> Notwithstanding the fact that the Draft EIR and tile Addendum <br /> Identified the above-mentioned effects as having no significant impact <br /> on the environment, the Draft EIR and tile Addendum provide certain <br /> mitigation measures for the following Insignificant effects: <br /> <br />A. Light and Glare: <br /> <br /> 1) Outdoor and parking structure lighting shall be designed <br /> and installed so that all direct rays are confined to the <br /> site. A lighting plan shall be prepared by the developer <br /> and approved by the Directors of Planning and Public Works <br /> <br /> <br />
