This property development, <br />under the Variance, would bring a development of used car lots within 10 feet of <br /> <br /> swimming pools maintained by these houses. These apartments rent from $75.00 to <br />$100.00 per month and beyond the end of Fruit Street there are approximately 250 <br />people living in homes ranging in prices from $22,000.00 to $24,000.00, and at this <br />time, Grand Avenue has not been injured by a nuisance type of business. Attorney <br />Holbrook introduced William M. Thorpe, Zoning Expert, 458 South Spring Street, <br />Los Angeles, and Mr. Thorpe stated the use which has been suggested appears to be <br />an attempt to depreciate the diatrict and other used car agencies will eventually <br />locatein the area and benefit by the advertising of the new car agency. If this <br />Variance Application is granted Grand Avenue will become another First Street in <br />appearance and the lights from the used car lot will be objectionable to the <br />neighboring apartments and residences. Photographs were submitted showing used <br />car lots on First Street and various views of apartments on Fruit Street within one <br />block of Grand Avenue, and the Vice-Mayor requested that such photographs be markedl <br />as Appellant's Exhibits "A", "B", "C", "D", "E", "F" and "G'. Mr. Chrysler, <br />representing Ernest A. Reuter, sta~ed they worked veryclosely with the Planning <br />Department when the Variance Application was submitted and was agreeable to the <br />conditions as imposed and the C-5 Zoning relating to signs. Mr. Rex Reason, 268 <br />Morning Canyon Road, Corona Del Mar, stated the present project was proposed at the <br />property in question because it was the most desirable location he had found for an <br />automobile sales and service agency; the automobiles on this lot will be against the <br />Freeway and this will be one of the best car agencies in the area, and the accessory <br />repair shop was relocated as suggested by the Planning Department. Dean Evans, <br />Zoning Administrator, was questioned by Attorney Holbrook, as to when and where <br />the reference'to the used car sales and mechanical repair shop was added to the <br />Application and Mr. Evans stated this was done, in the Planning Department, when the <br />Application was filed. Mrs. Elsa Reuter Armstrong, 902 North Grand Avenue, state~ <br /> <br /> she ~wns several parcels of property on Grand Avenue, and protested the granting <br />of the Variance as it would depreciate property values, Grand Avenue will become <br />another First Street in appearance; the flags displayed on the property would be <br />objectionable and this property warrants better development. Mr. Thomas Wolfe, <br />and Lloyd Groover, Jr., o~ners of properties in the area, stated they were in favor <br />of the Variance providing certain restrictions were imposed such as controlling thel <br />lights and that no flags be displayed. The Council having unanfmously w~ived the <br />reading of the Resolution, on motion of Councilman Heinly, seconded by Brewer and <br />carried, the following Resolution entitled: <br /> <br /> "Resolution No. 61-210 denying appeal application No. 36 filed by <br /> Elsa Reuter Armstrong from Variance Application No. 1527 filed <br /> by E. A. and Pauline R.
