Draft date: 12/11/90 <br /> <br />RESOLUTION NO. 91-003 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA CERTIFYING THE ENVIRONMENTAL <br />IMPACT REPORT FOR THE ORANGE COUNTY REGISTER <br />PRODUCTION FACILITY EXPANSION PROJECT AND <br />ADOPTING FINDINGS REGARDING SUCH PROJECT PUR- <br />SUANT TO THE CALIFORNIA ENVIRONMENTAL QUALITY <br />ACT. <br /> <br /> WHEREAS, Freedom Newspapers, Inc. owns certain property <br />located at 625 North Grand Avenue which it has developed with <br />newspaper production, distribution, and administration facilities, <br />and an affiliated corporation, Register Properties, Inc., proposes <br />to acquire additional property for the expansion of such facilities <br />(hereinafter referred to collectively as the "subject property"); <br />and <br /> <br /> WHEREAS, Freedom Newspapers, Inc. and Register Properties, <br />Inc. now seek approval from the city of Santa Ana for additional <br />development on the subject property, consisting, at a maximum, of <br />581,000 square feet of additional production and storage space plus <br />additional parking facilities (the "Project"); and <br /> <br /> WHEREAS, the approvals sought by Freedom Newspapers, Inc. and <br />Register Properties, Inc. include a general plan amendment, a <br />change in zoning district designation for the property to be <br />acquired, an amended Specific Development Plan to establish zoning <br />regulations governing the Project, and an amendment to the existing <br />Development Agreement between Freedom Newspapers, Inc. and Register <br />Properties, Inc. and the city of Santa Ana to provide Freedom <br />Newspapers, Inc. and Register Properties, Inc. with certain vested <br />rights with regard to the Project; and <br /> <br /> WHEREAS, an environmental impact report (consisting of a <br />document entitled "Draft Environment Impact Report, Orange County <br />Register Production Facility Expansion," dated October, 1990, and <br />a second document entitled "Response to Comments Received on the <br />Draft Orange County Register Production Facility Expansion <br />Environmental Impact Report," dated December, 1990) has been <br />prepared for the Project (the "E.I.R.); and <br /> <br /> WHEREAS, the California Environmental Quality Act and the <br />State CEQA Guidelines require that, prior to any approval of the <br />Project, the city Council must make certain certifications and <br />findings; <br /> <br /> <br />
