Facts in Support of the Finding <br /> <br />The effects of the changes in the visual character in the area and the introduction of <br />additional lighting have been substantially reduced, to a level of insignificance, through <br />the incorporation of the following mitigation measures into the project: <br /> <br />]'he landscaped buffer currently proposed for the easterly edge of the production <br />facility site will include a block wall at least 6 feet high to minimize views of <br />project structures from Linwood Avenue residences. The landscaping adjacent to <br />the block wall will include tree species that will grow to a height in excess of <br />6 feet. Similarly, a landscaped buffer will be placed along the eastern edge o~ the <br />parking area south of Sixth Street to reduce potential adverse visual impacts on <br />McClay Street Residents. <br /> <br />Outside light fixtures will be consistent with the City of Santa Ana building code <br />and with the requirements of the City of Santa Aha Police Department and will be <br />designed and installed at angles to reduce light intruding onto adjacent land uses. <br /> <br />The remainder of the parking and roadway lighting will be 20-foot high poles with <br />cutoffs on the property line side. The lighting levels will be the minimum <br />recommended by the Illuminating Engineering Society of North America. <br /> <br />The interior lighting in the parking structure in Phase Il will be high intensity and <br />will be angled to reduce light escaping from the facility and onto adjacent land <br />uses. On all levels of the garage at or above grade, the garage will be designed to <br />prevent automobile headlights from illuminating offsite. <br /> <br />The delivery truck routes through the site and the truck dock areas adjacent to the <br />press buildings will be designed to minimize any fugitive light offsite from the <br />trucks and the on site light fixtures. <br /> <br />Windows in the proposed structure will be recessed slightly to minimize potential <br />glare. <br /> <br />All trash receptacles will be within enclosures and will not be in landscaped areas <br />or in direct view from public streets. <br /> <br />The Register will install a wall and landscaping across Sixth Street at McClay <br />Street consistent with the existing wall and landscaping along Sixth Street adjacent <br />to the existing Register facilities. <br /> <br />The Re~ister will enter into negotiations with representatives of the Saddleback <br />View Neighborhood Association on the height and building material for a fence/ <br />soundwall to be constructed along the eastern boundary of the Register property <br />between Sixth and Fruit Streets. <br /> <br />The Register has agreed to coordinate the design and implementation of the walls and <br />landscaping along Sixth Street and the eastern property line with the Saddleback View <br />Neighborhood Association to ensure that these walls are compatible with the adjacent <br />residential properties. <br /> <br /> <br />
