CALIFORNIA ENVIRONMENTAL QUALITY ACT <br /> STATEMENT OF FINDINGS AND FACTS FOR THE <br />ORANGE COUNTY REGISTER PRODUCTION FACILITY EXPANSION <br />GENERAL PLAN AMENDMENT, ZONE CHANGE, <br /> AMENDMENT TO THE DEVELOPMENT AGREEMENT, <br /> VESTING TENTATIVE PARCEL MAP AND STREET ABANDONMENT <br /> <br />I. INTRODUCTION <br /> <br />The California Environmental Quality Act (CEQA) and the State CEQA Guidelines <br />(Guidelines) provide that: <br /> <br />"No public agency shall approve or carry out a project for which an <br />Environmental Impact Report (EIR) has been completed and which <br />identifies one or more significant environmental effects of the project <br />unless the public agency makes one or more written findings for each of <br />those significant effects, accompanied by a brief explanation of the <br />rationale for each finding." (CEQA Guidelines Section 1309t) <br /> <br />The EIR for the Orange County Register production lacility expansion identified <br />significant effects which may occur as a result of the proposed project. In accordance <br />with the Guidelines, the City of Santa Aaa hereby adopts the findings in this report as <br />part of the approval of the Orange County Register production facility expansion project. <br /> <br />The City o[ Santa Ana has prepared an EIR for the proposed Register project in <br />accordance with CEQA and the requirements of the State Guidelines. As mandated by <br />legislation in the State of California, the EIR was subject to review and approval by the <br />City of Santa Aaa City Council. At a public meeting held on , 1991, the EIR was <br />certified by the City Council as adequate, in compliance with the provisions of CEQA. <br /> <br />In adopting this Statement of Findings and Facts, the City of Santa Aaa City Council <br />approves the construction of the Register production facility expansion project. The <br />certification entails approval by the City Council of various planning documents, or <br />changes to documents or ordinances pursuant to the approved project. These documents <br />and changes include a General Plan Land Use Element amendment, a zone change, an <br />amendment to the development agreement, vesting tentative parcel map and street <br />abandonment. Any subsequent maps, grading permits or building permits will also be <br />reviewed based on the documentation in the EIR. <br /> <br />'The Register has developed a Mitigation Monitoring Program to monitor and report the <br />implementation of the mitigation measures identified for the production facility <br />expansion as part of the environmental process for the project. The Mitigation <br />Monitoring Program, developed in compliance with Assembly Bill 3180 which became <br />effective on 3anuary 1, 1989, is included in this volume of the Final EIR for the proposed <br />Register project. <br /> <br />Il. DESCRIPTION OF THE APPROVED PRO'IECT <br /> <br />The Register project site is generally bounded by Grand Avenue, Santa Aha Freeway <br />(I-:~), existing single family housing west of Linwood Avenue and Sixth Street in east <br />Santa Ana. The project applicant is the Orange County Register, the owner of the <br />existing Register facility located at 625 North Grand Avenue. <br /> <br /> <br />
