REL:mb 1/9/91 <br /> <br />RESOLUTION NO. 91,011 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA DECLARING IMPLEMENTATION OF PHASE <br />I OF THE CITY'S WATER CONVERSATION PLAN IN <br />ORDER TO CONSERVE THE AVAILABLE WATER SUPPLY. <br /> <br /> WHEREAS, the City of Santa Ana, a municipal corporation, <br />is empowered to provide service within its boundaries; and <br /> <br /> WHEREAS, precipitation for the current water year has <br />been substantially below normal particularly in the watersheds of <br />the imported water suppliers serving Southern California, and the <br />drought continues into the fifth year with imported supplies <br />becoming severely threatened; and <br /> <br /> WHEREAS, the Department of water Resources has ceased the <br />pumping of Northern California water over the Tehachapi Mountains; <br />and <br /> <br /> WHEREAS, the Metropolitan Water District of Southern <br />California has declared implementation of Phase II of their <br />Incremental Interruption and Conservation Plan to be effective <br />February 1, 1991 which calls for a 10% cutback in our imported <br />supply; and <br /> <br /> WHEREAS, the Metropolitan Water District of Southern <br />California staff will recommend implementation of Phase III of <br />Incremental Interruption and Conservation Plan to be effective <br />March 1, 1991 which calls for an additional 7% cutback in our <br />imported supply; and <br /> <br /> WHEREAS, the City of Santa Ana is a water supplier in <br />Metropolitan's service area and will face a 5% loss in our total <br />water production; and <br /> <br /> WHEREAS, the City of Santa Ana has the power and <br />authority to enforce water conservation measures within its <br />boundaries; and <br /> <br /> WHEREAS, Article VI of Chapter 39 of the Santa Ana <br />Municipal Code provide for a plan of water conservation which can <br />be implemented in phases in times of water shortage; and <br /> <br />WHEREAS, under Phase I of said program, no person shall: <br /> <br />Wash sidewalks, walkways, driveways, parking areas <br />or other paved surfaces, except as is required to <br />dispose off dangerous liquids or substances <br />dangerous to the public health and safety. <br /> <br /> <br />
