REL:mb 1/24/91 <br /> <br />RESOLUTION NO. 91- 014 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA SUPPORTING EARLY ACQUISITION OF <br />COMMUTER RAIL ROLLING STOCK FOR THE LOS <br />ANGELES-SAN DIEGO RAIL CORRIDOR. <br /> <br /> WHEREAS, the Los Angeles-San Diego Rail Corridor Agency <br />is a Joint Powers Agency created to promote increased passenger <br />rail service in the Los Angeles-San Diego Corridor, and <br /> <br /> WHEREAS, the City of Santa Ana is a member of the Los <br />Angeles-San Diego Rail Corridor Agency through the Orange County <br />Transportation Commission, and <br /> <br /> WHEREAS, the Los Angeles-San Diego Rail Corridor Agency <br />is an active participant and member in the 5-county Southern <br />California Commuter Rail Coordinating Council and in the proposed <br />Southern California Regional Rail Agency, and <br /> <br /> WHEREAS, the member counties of the Los Angeles-San Diego <br />Rail Corridor Agency - Los Angeles, Orange, and San Diego - will be <br />accelerating the implementation of commuter rail services in the <br />corridor as part of an overall Southern California commuter rail <br />program of service, and <br /> <br /> WHEREAS, acquisition of rolling stock is a crucial <br />component of plans to implement commuter rail service on an <br />accelerated schedule, and <br /> <br /> WHEREAS, considerable progress has been made in <br />developing the technical studies and policy decisions which precede <br />rail implementation, including analysis and selection of rolling <br />stock by the Los Angeles County Transportation Commission (LACTC) <br />for the six-county Southern California area representing 55% of the <br />state population, and <br /> <br /> WHEREAS, the Los Angeles-San Diego Rail Corridor Agency <br />has actively supported the objectives of the Clean Air and <br />Transportation Improvement Act (Proposition 116 of 1990), including <br />the development of a California Car performance specification <br />calling for compatible rolling stock for commuter and intercity <br />rail passenger services, as well as rapid implementation of these <br />services consistent with the desires of the California electorate <br />as demonstrated by the passage of Propositions 108 and 116, and <br /> <br /> WHEREAS, the Los Angeles-San Diego Rail Corridor Agency <br />is the designated recipient of Proposition 116 funds for the Los <br />Angeles-San Diego Corridor, and <br /> <br /> <br />
