The Council having unanimously waived the reading of the Resolution, on motion of Councilman Heinly, seconded by Hubbard and carried, the following Resolution entitled: "Resolution No. 61-232 granting Appeal Application No. 37 from the granting of Conditional Use Permit No. 62 to The First Church of God of Santa Ana" was considered and passed by the following vote: Ayes, Councilmen Noes, Councilmen Absent, COuncilmen Royal E. Hubbard, Henry H. Schlueter, Dale H. Heinly, Bob Brewer, A. A. Hall None None Appeal Application No. 38 of Manuel G. Saucedo was presented on Variance Applica- tion No. 1536, to convert a family recreation building into a bachelor apartment, on property at 1618 W. 4th Street, in the C-1 District, wherein Appellant states: "Started recreation building in 1957 and in 1959 wanted to change to a small apart-' ment and learned on final inspection that the zone had changed." Mr. Saucedo sta- ted that during the course of constructing a recreation building in 1957, he in- quired about the conversion to a small rental apartment and was informed that as the area was zoned C-2 this would be satisfactory. When the building was recently cGmpleted, at considerable expense, it was found that the zone had been changed and final inspection was denied. Mr. Saucedo stated his brother has recently married and wculd like to rent this apartment. Eddie Munoz, 1622 W. 4th Street, and Rober~ Munoz, 1626 W. 4th Street, objected to rental by a bachelor because of the young children in the area and a school is located within approximately 300 feet. Martinl Saucedo, 912 W. Fifth Street, stated he is the recently married brother and would like to rent the apartment. Marcellus B. Long, 1631 W. 4th Street, inquired about the zoning for a bachelor apartment, and whether the entire area would have to be changed from C-l, if this Appeal is granted. Mr. D. C. Espinosa, ltl0 W. 4th Street, stated he has known Mr. Saucedo for many years and considers him to be a respectable member of the community, who would not rent the apartment to an undesirable person. On motion of Councilman Hubbard, seconded by Schlueter and carried, the recommenda- tion of the Zoning Admfuistrator was approved, and Appeal Application No. 38, filed by Manuel G. Saucedo, denied. Hall None On motion of Councilman Hubbard, seconded by Heinly and carried, the following Pre- liminary Record of Survey Maps and Tentative Tract Map were approved: Preliminary Record of Survey Map No. 216, filed by Harry Tancredi, creating three parcels located at the northwest corner of 17th and Wright Streets, subject to conditions, Preliminary Record of Survey Map No. 217, filed by Russell Wilson, creating two parcels located at the northwest corner of McFadden and Grand Avenues, subject to conditions, Preliminary Record of Survey Map No. 218, filed by Continental Service Ccmpany, creating three parcels located 500 feet south of McFadden Avenue~ and on the west side of Bristol Street, subject to conditions, and Tentative Tract Map No. 4402, filed by Henry C. Cox, creating 459 lots located at the southeast and southwest corners of Glenwood Place and Raitt Street, subject to conditions.
