,873 <br /> <br />EXltlBIT B <br /> <br />FORM OF NOTICE OF TIME LIMIT <br />TO SUBMIT ARGUMENTS <br /> <br />Comm~n|ty Facilities District No. 1 <br />(Fire FA,.~ltties and Services) <br />of the City of Santa Aha <br /> <br />Spe~A1 Tax l~lon <br /> May 31, 1991 <br /> <br /> PLEASE TAKE NOTICE that ballot arguments with respect to the Community <br />Facilities District No. 1 (Fire Facilities and Services) of the City of Santa Ana special tax <br />election will be received according to the following procedure: <br /> <br /> 1. The City Council or any member or members thereof authorized thereby, or any <br />individual voter who is eligible to vote on the measure, or bona fide association of citizens <br />or any combination of such voters and associations may file a written argument for or <br />against one or more of the measures on the ballot. No argument Shall exceed 300 words <br />in length. <br /> <br /> A ballot argument shall not be accepted unless accompanied by the name or <br />names of the person or persons submitting it, or, if submitted on behalf of an <br />organization, the name of the organization and the name of at least one of its principal <br />officers. No more than five signatures may appear on any argument. If an argument is <br />signed by more than five persons, the names of only the first five persons signing, <br />determined by the order in which their signatures appear, shall be printed on the <br />argument. <br /> <br /> The City Clerk shall cause an argument for and an argument against the <br />measures, if any, to be printed and shall transmit the arguments to the qualified electors <br />with or in addition to any necessary ballot materials. Arguments for and against the <br />measure shall be submitted to Office of the City Clerk, 20 Civic Center Plaza, Santa Aha, <br />California 92702, not later than Friday, April 19, 1991. <br /> <br /> 2. If more than one argument for, or against, any measure is submitted to the <br />City Clerk within the time prescribed above, the City Clerk shall select one of the <br />arguments in favor and one of the arguments against the specific measure for printing <br />and distribution to voters. In such selection, preference and priority shall be given as <br />follows: (a) to the City Council or member or members of the City Council authorized by <br />the City Council; (b) the individual voter or bona fide associations of citizens, or <br />combination of voters and associations, who are bona fide sponsors or proponents of the <br />measure; (c) bona fide associations of citizens; and (d) individual voters who are eligible <br />to vote on the measure. <br /> <br />B-1 <br /> <br /> <br />
