M. <br /> <br />City Council met in regular session. <br />Meeting called to order by the Mayor. <br /> <br />Present: Councilmen <br /> <br />Absent: Councilmen <br /> <br />Royal E. Hubbard, Henry H. Schlueter, <br />Dale H. Heinly, Bob Brewer, A. A. Hall <br />None <br /> <br />The Pledge of Allegiance was given. <br /> <br />Invocation was given by Mr. Ralph Worsham, The Register. <br /> <br />Each member of the City Council having received copies of the Minutes of <br />October 2, 1961, reading of the Minutes was dispensed with and approved <br />as mailed on motion of Councilman Heinly, seconded by Hubbard and carried. <br /> <br />Request <br />California Gas <br />Transmission Co. <br />(Application for <br />franchise) <br /> <br />Mr. C. B. Reynolds, representing the California Gas Transmission Company, 3921 Wil~ <br />shire Boulevard, Los Angeles, orally requested the adoption of a Resolution of <br />Intention, setting a date for hearing an application to grant a franchise for the <br />construction of a pipeline across certain streets, alleys and places in the City. <br /> <br />Mr. H. L. LePape, Assistant Counsel, Southern Counties Gas Company, Los Angeles, <br /> <br />protested the adoption of a Resolution of Intention at this time, stating a formal <br /> <br />application had not been submitted by the aforesaid Company, and it is premature on <br /> <br />the part of the applicant to request the franchise, as there is now before the Pub- <br /> <br />lic Utilities C~.,~fssion an application for a franchise to construct the line on <br /> <br />which a decision has not been rendered. Mr. LePape requested the opportunity to <br /> <br />review both the application and the proposed Resolution of Intention, in written <br /> <br />form. On motion of Councilman Heinly, seconded by Hubbard and carried, action was <br /> <br />continued to the next meeting for the purpose of discussing whether the City Council <br /> <br />Preliminary Record <br />of Survey Map No.220 <br />Wayne Shull <br /> <br />shall adopt a Resolution of Intention pursuant to the 1937 Act. <br /> <br />On motion of Councilmau Heinly, seconded by Hubbard and carried, Preliminary Record <br />of Survey Map No. 220, filed by Wayne Shull, creating two parcels located 135 feet <br />south of the south line of Edinger Avenue and on the west side of Standard Avenue, <br /> <br />Bid acceptance <br />Flusher and Spray Tank; <br />Ccmpactor-Roller <br /> <br />was approved, subject to conditions. <br /> <br />A tabulation of bids was presented to furnish and deliver one 1500 Gallon Flusher <br /> Item (1) Item 2) <br />and Spray Tank/ and one Self-l:~opelled Vibrating Compactor-Roller/, S~ecification No. <br />623-20, as follows: <br /> <br />Dearth Machinery Co. <br />EssickMachinery Company, Orange County <br /> Division of EssickManufacturing Co. <br />Klein Welding Service, Inc. <br />Gar Wood-Los Angeles Truck Equipment,Inc. <br /> <br />Item (!) Item (2) <br />NO Bid $~, 080.00 <br /> <br />No Bid $2,241.72 <br />$2,847.10 No Bid <br />2,797.75 No Bid <br /> <br />On motion of Councilman Heinly, seconded by Hubbard and carried, the lowest and best <br /> <br />bid of Gar Wood-Los Angeles Truck Equipment, Inc. was accepted for Item (1), in the <br /> <br />total amount of $2,797.75, and the lowest and best bid meeting the specifications <br /> <br />of Essick Machinery C~mpany was accepted for Item (2), in the total amount of <br /> <br />Bid acceptance <br />Traffic Signal and <br />Lighting Systems <br /> <br />$2,241.72, and all other bids rejected. <br /> <br />A tabulation of bids was presented for the installation of traffic signal and light, <br /> <br />ing systems at Broadway and Eighth Street; Westminster Avenue and Newluope Street; <br /> <br />Grand and McFadden Avenues, and First and Fairview Streets, as follows: <br /> Total Bid Bond <br /> <br />Steiny and Mitchel, Inc. <br />C.
