REL:mb 3/29/91 <br /> <br />RESOLUTION NO. 91- 032 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA OPPOSING THE USE OF TRANSPOR- <br />TATION PLANNING AND DEVELOPMENT (TP&D) TRUST <br />ACCOUNT FUNDS TO PROVIDE DEBT SERVICE TO THE <br />STATE RAIL BONDS PASSED AS PROPOSITION 108 AND <br />PROPOSITION 116. <br /> <br /> WHEREAS, increasing rail passenger service is a vital <br />component in reducing congestion, reducing reliance on foreign oil <br />and providing an environmentally beneficial alternative to the <br />private automobile; and <br /> <br /> WHEREAS, increases in the frequency of intercity <br />passenger service, rail freight and commuter rail passenger <br />services will more than double the current number of trains <br />operating in the Los Angeles to San Diego Corridor; and <br /> <br /> WHEREAS, vehicle acquisition, track capacity and station <br />improvements are required as integral components in the development <br />of high frequency, reliable passenger rail service in a manner <br />compatible with overall regional mobility needs regarding the <br />movement of persons and goods; and <br /> <br /> WHEREAS, the voters of the State of California have <br />approved Propositions 108 and 116 to fund such rail related <br />improvements, with explicit understanding the bonds would be used <br />to supplement existing transit programs, and enhance the ability of <br />State and local transportation agencies to implement increased <br />passenger rail services; and <br /> <br /> WHEREAS, consideration is being given to provide debt <br />service for the rail bonds from the Transportation Planning and <br />Development (TP&D) Account, in lieu of drawing funds from the <br />general fund as was specified in the bond's language approved by <br />the voters; and <br /> <br /> WHEREAS, the two components of the TP&D Account are the <br />Transit Capital Improvement (TCI) and State Transit Assistance <br />(STA) programs which provide capital and operating support for the <br />intercity rail and local transit projects statewide; and <br /> <br /> WHEREAS, the federal government has consistently <br />recommended a reduction in federal capital and operating support to <br />local transit, increasing the importance of the State Transit <br />Capital Improvement and State Transit Assistance programs; and <br /> <br /> <br />
