Part 7, Page 2 <br /> <br />North Facade: <br />· Th~ north facade features two original windows which are trimmed to match those <br />dn the front facade, The north side of the rear porch, clad in carsiding, is visible <br />on this side also. <br /> <br />West Facade: <br /> The west side (rear} is topped by a gablet at the peak of the higher roof. A lower <br />rear-facing gable features t~o windows. A vertical ~indow in the center appears <br />to be original, but a horizontal window with plain trim was added at a later time. <br />Vertical carsiding and screened windows form the back porch which runs across the <br />entire rear of the house. Concrete steps lead from the back door. <br />South Facad~i ' <br /> A large slanted bay window dominates the sduth side of the house. Alternating <br />patterns Of fisbscale and diamond-shaped shingles cover the face of the gable. The <br />same pendant and teardrop used on the front gable also decorates the center of this <br />gable. The same style square pierced decorative blocks also dot the bargeboard. Cut <br />corners with sunburst designs fill the corners of the bay. A small window to the west <br />of the bay does not appear to be original. <br /> <br />Interior: <br /> AIl historic fabric that remains will be salvaged and reinstalled. The original room <br />perimeters are still in place a~d some of the ociginal doors are still in place. A loft <br />area that was added in the ~tic space is not original and will be kept for needed <br />floor space. <br /> <br />Garage: <br /> The 1910-era garage, clad in clapboard siding, sits in the rear southwest corner of <br />the lot. It is approximately 18' by 36' and opens to the north side. The carsiding-clad <br />doors are in three sections and run on the original metal track, The garage <br />not be moved with the house. <br /> <br />Integrity: <br /> The house, when moved to its new location will retain four of the seven criteria for <br />integrity: <br /> Design: the house will be restored to its original lg$0's appearance <br /> Materials: all original exterior materials will be retained; those which are gone will <br /> be replicated <br /> Workmanship: the original workmanship is evident because'aLmost all of the exter- <br /> ior is still in place; all replicated elements will illustrate that same level of work- <br /> manship <br /> Feeling: the restored house ~vill re~in its feeling of a Queen Ano, c/£astlake cottage <br /> in which so many middle class Santa Ann citizens lived during the Victorian period <br /> <br /> The following criteria for integrity will be improved over the present situation <br /> Settin g: <br /> 0riginally North Main Street was lined with Victorian houses of many styles <br />As the street changed from residential to commercial (1920's through 1960's) the <br />other Victorians were either demolished or moved. The Victorian to the north and <br />the two large Colonial Revival homes which once occupied the space used by Bowers <br />for a parking lot disappeared within the last fiv, e years. The Spencer House is now <br />the only Victorian left. By placing it among other Victorians on L~cy Street. the <br />house will once again have the appearance of its original setting. <br />Association: <br /> In its new location the house witl receive its fair share of attention to its historical <br />background and will be restored as a family residence. <br /> <br />Secret~ry of Interior's Standards: <br />The Historic French Park Association will take charge of the restoration of the <br />house and will conform to the Secretary of Interior's Standards for Rehabilitation. <br /> <br />EXHIBIT A Page 3 of 7 <br /> <br />007 <br /> <br /> <br />
