· 0i5 <br /> <br />RESOLUTION 91-]03 <br /> <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA ANA TO <br />AMEND RESOLUTION NOS. 82-110 AND 91-066 TO EFFECT CERTAIN <br />CHANGES TO THE CITY'S BASIC CLASSIFICATION AND COMPENSATION <br />PLAN, AND TO AMEND THE CURRENT ANNUAL BUDGET TO BEGIN SELF- <br />ADMINISTRATION OF THE WORKERS' COMPENSATION PROGRAM AND <br />REALLOCATE CERTAIN POSITIONS. <br /> <br /> WHEREAS, Section 1004, Article X of the City Charter of the <br />City of Santa Ana requires the City Manager to prepare, install <br />and maintain a position classification and pay plan subject to <br />civil service rules and regulations and the approval of the City <br />Council; and <br /> <br /> WHEREAS, on August 2, 1982, the City Council passed and <br />adopted Resolution No. 82-110 revising and re-establishing the <br />Basic Classification and Compensation Plan for officers and <br />Employees of the City of Santa Ana; and on July 1, 1991, passed <br />and adopted Resolution No. 91-066, re-establishing the <br />Compensation Plan for classes of employment designated as <br />unrepresented executive and middle management; and <br /> <br /> WHEREAS, on July 15, 1991 the city Council passed and adopted <br />Ordinance No. NS-2130 which establishes the City's Budget <br />authorizing position allocations for Fiscal Year 1991-92, and <br />which sets forth the requirement that alterations in the <br />allocations of authorized positions be reviewed and approved by <br />the City Council; and <br /> <br /> WHEREAS, the findings of numerous classification and <br />compensation and other studies, conducted by the Personnel <br />Services Department at the request of various department heads <br />throughout the organization, reveal the need to delete, add, <br />change the title of certain classes, provide equity adjustments, <br />effect other changes to the City's basic classification and <br />compensation plans, and reallocate certain positions; and <br /> <br /> WHEREAS, an audit by Heyenrath and Associates suggested that <br />considerable improvement can be achieved in claims processing, and <br />a separate study found that the most effective Workers' <br />Compensation programs are self-administered; and <br /> <br /> WHEREAS, it is now desired to begin self-administration of <br />the Workers' Compensation Program, and amend Resolution Nos. 82- <br />110 and 91-066 and the Fiscal Year 1991-92 Budget in order to <br />effect these changes. <br /> <br /> NOW, THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY <br />OF SANTA ANA: <br /> <br /> <br />
